What rental homes need topping up from the 2016 Standard?
Under the 2016 Insulation Standards, existing ceiling insulation of 70mm-120mm was compliant. If any top-up is required, it must be topped up to the 2008 Building Code level of a 120mm minimum.
Ceiling insulation must meet the requirements of the 2008 Building Code (R-value of at least 2.9 for zone 1 and 2; and 3.3 for zone 3) or for existing ceiling insulation, have a minimum thickness of 120mm. It must also be in a reasonable condition with no dampness, damage or displacement.
Floor insulation must meet the requirements of the 2008 Building Code (R-value of at least 1.3). It must also be in a reasonable condition with no dampness, damage or displacement.
Deadlines for compliance of HHGA
All private rental properties must comply within 90 days of any new or renewed tenancy after 01/07/2021.
Otherwise all private rental properties must comply by 01/07/2024.
Housing New Zealand and other Government Housing Providers have until 01/07/2023 to achieve compliance.
