What rental homes need topping up from the 2016 Standard?

Under the 2016 Insulation Standards, existing ceiling insulation of 70mm-120mm was compliant. If any top-up is required, it must be topped up to the 2008 Building Code level of a 120mm minimum.



Insulation Levels


Ceiling Insulation

Ceiling insulation must meet the requirements of the 2008 Building Code (R-value of at least 2.9 for zone 1 and 2; and 3.3 for zone 3) or for existing ceiling insulation, have a minimum thickness of 120mm. It must also be in a reasonable condition with no dampness, damage or displacement.


Floor Insulation

Floor insulation must meet the requirements of the 2008 Building Code (R-value of at least 1.3). It must also be in a reasonable condition with no dampness, damage or displacement.


Deadlines for compliance of HHGA

  1. All private rental properties must comply within 90 days of any new or renewed tenancy after 01/07/2021.

  2. Otherwise all private rental properties must comply by 01/07/2024.

  3. Housing New Zealand and other Government Housing Providers have until 01/07/2023 to achieve compliance.
